Cant find REGEDT32 to download

Been looking for regedit32 on Windows 2000 system, but
doesn't seem to have been loaded. Trying to find utility
on Microsoft site, but no luck on getting the download.
Any idea on how I can get the tool?
Basic problem: trying to delete defective registry
entries, but system won't allow. Need regedit32 to
view/set permissions of entry in attempt to remove. Other
ideas/suggestions to problem welcome.

If you have another 2K machine you can edit remotely. Map
a drive to "c$" as admin.
run regedt32
Registry / Select computer and open the sid for the
damaged machine.
