One of our administrators is having trouble in AD Users and Computers. Some
of the time, when she tries to create a user, she gets a dialog box saying
that her computer can't find a GC, and so cannot confirm the uniqueness of
the name. She's in the same segment as a (presumably) functioning GC, and
when I try the same operation on my machine, I don't have any problems. I
can't find anything enlightening in her event Viewer, or in the Event Viewer
on the GC.

Any guidance would be greatly appreciated.

GC location is carried out via DNS so check the DNS settings on her PC and
make sure they are pointing to the correct addresses and those addresses are
reachable.

If all looks good on the client side, have a look in the GC SRV records on
your DNS server and make sure they are all registered correctly. This KB
might help for that. http://support.microsoft.com/?id=306602
