I have a Dell XPS about a year old that I've never been able to boot up in
safe mode... I punch and hold down that F8 key as it starts but nothing
happens, it boots normally. Is there a reboot-in-safe mode option in
Windows XP that I can use? Or is the F8 deal my only option?

It maybe your Dell XPS to enter Safe mode hotkey not F8,u can communicate
with dell customer service center.

Use MSCONFIG, and look for the boot.ini /safeboot option.
