Cant enter windowsXP

Can anyone help me
after i disabled a antivirus program from starting up ( i dont know if that caused the problem) and after using Advanced System Optimizer to optimize registry i cannnot enter Windows XP not even safe mode .
i get this error message
STOP: c000021a{Fatal System Error}
The windows subsystem system process terminated unexpectly with a status of 0xc0000094 (0x75b657a8 0x0069fbf4)
The system has been shut down

Try to start the computer using the Last Known Good Configuration:
1. During computer startup, when a screen of text appears and then
disappears (the screen of text may include a memory test, lines about the
BIOS, and other lines), press F8
2. Select the "Last Known Good Configuration", then press ENTER
