can't download Windows Live

I've tried to download it three times, each time it gets to 2.05 MB of the
less than 3 MB program, gets hung up there and then times out. I need to
download it because I'm not able to send email to those with cheap yahoo or
hotmail accounts (it takes forever to go through to them.)
help?

You should be able to send email to a hotmail and yahoo email address with
Windows Mail, if your email account is POP or IMAP.

I can send, but I know on their end it can take literally hours to receive
(and this is for someone in the office next to me). It is a POP 3 account,
but it was my understanding that the Windows Live offered a fix for this
problem (having problems sending to free Yahoo and hotmail eg. webbased
server - accounts).

Help on the download issue?

"Windows Live" no longer exists as a program name. It now stands
for a whole group of "Live" programs, see http://get.live.com .
There are two email 'programs' in that group, Windows Live Mail
and Windows Live Hotmail. It isn't clear to me which one you are
talking about or why you even need it.

If the intent is to speed up emails going to Hotmail and Yahoo
recipients, you can simply go to the respective websites
(http://mail.yahoo.com and http://hotmail.com) and send from there.

Although Windows Live Mail would allow you to send from a
Hotmail account to a Hotmail account (thereby minimizing delays),
no such advantage can be gained for sending to Yahoo accounts
