can't download patch

Get this message:
setup could not verify the integrity of the file
Update.inf make sure the cryptographic service is running
on this computer.
I've called microsoft twice and was told I would get a
call back on how to fix this problem but no reply to date
if anybody knows how to fix this problem I would
appreciate your help
 
When you install Windows XP SP1, you receive 'The Update.inf file is not
correct'?
Setup Error
The <path>\Update.inf file is not correct.
If Cyptographic Services has NOT been started, you will receive this error.
To resolve this problem:
1. Open a CMD prompt.
2. Type net start "Cyptographic Services".
