Can't download new ActiveX controls

When I go to a site that has a new ActiveX control, the browser Security Warning dialog box does not appear, and I can not get the new ActiveX control. I have already reinstalled Windows XP (upgrade,) and I have tried to reinstall Explorer, but it doesn't seem to want to uninstall my old copy

PLEASE do NOT tell me to change my security settings. I have tried that numerous times, and it DOES NOT work.
