Can't download anything (ie6sp1, xp)

Not sure what started this but I cannot download
anything anymore from any site.

A great example of this is trying to download/install the
google search toolbar. I get an "http 403 you are not
authorized to view this page" error.

This is driving me crazy and I can't seem to reinstall IE
or get this fixed.

Please don't tell me to go to my security settings and
enable file downloads - already tried that. Please don't
tell me to go to my registry and delete the quicktime
extension stuff - I don't have this registry key/setting!

I am running Windows XP with all of the latest service
packs, IE 6 sp1 with all patches. I DO have netscape v7
installed & java runtime installed.

Please, can anyone help????

Thanks for the help - I will check into this. I had
actually started to go down this road and believe it may
indeed be related to spyware of some sort but so far
cleaning and removal of these has not helped. Wish I knew
how to "reset" the settings that are causing the problem.
