Can't Delete File

I have a video file I downloaded. I now can't erase it.
It is not being used by any program (e.g. player). I
tried delete but it says it can't. Cut doesn't work
either. How can I get rid of it?

shareware programs like file shredder will remove this
program. known xp problem.
 
Win Explorer should be able to delete it...make sure you look at the
PROPERTIES and it isn't marked READ ONLY or whatever...
