can't delete file

When I try to delete a file in Explorer I get a message
like: Can't delete the file. Somebody is using the file
or a program is using it. But there is no one using it.
Is there an other way to get rid if it?

Line 39, right, will take you to instructions to delete the
undeletable file. (I wish she'd reword the description - I always
start humming that song from the Man of La Mancha.)
