Can't create folders

For the last several weeks, Outlook Express hasn't allowed me to create new
folders. I've been told that it might help if I change my OE identity. I
can't do that because my identity is tied to my business. Is there another
fix?

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
