Can't Connect to PC in Workgroup.

I am trying to connect a new PC to my workgroup.
Both my PC and the new PC are running XP Pro and are connected to the
internet..
My PC can see the new PC under 'view Workgroup computers'.
But when I click on it, I receive message Invalid Network Path.
The new PC can ping my PC but My PC can not ping the new PC.
I have alreafy gone through the step in Windows firewall, file and printer
sharing, Change scope of TCP445, and verified my Network subset only is
checked, on both machines.
Can anyone suggest what I need to do next to troubleshoot?

Assuming you turn off the firewall,can you ping it by IP? Also check this post may help.

I finally discovered the problem. The PC I couldn't connect to had a static
IP address. Once I changed it to obtain an IP automatically, everything
worked.
