cant connect to internet

i reinstalled XP home. now cant connect to the internet.have done a modem
query, diagnostics and it say its all ok.when i try to connect to the
internet and error msg come s up....error 663 modem or other device is in use
or modem not configured properly. the modem was working ok before...i have no
idea what the name of the modem is..have tried setting a new connection to no
avail. have tried on 2 diff ph lines. as afr as i can tell nothing else is
running
