Can't bring up IE6

I can use IE when logged on as an admin but when I change to a user status the IE and Netscape Navigator won't come up and has error pages that generate and get sent to Microsoft and Netscape? This started about 2 weeks ago. I added the latest MS IE updates and the problem still exists.
 
I'm having the same problem. Able to access when logged on as administrator but other users can't. I notice that there is a brief connection then it disappears. Thought it may have been content or security settings but they seem to be set up correctly. I also tried changing the other useres to administrators but same result. I did notice an error message referencing \windows\system32\msiefr40.dll Sorry I'm not replying with a solution but hopefully this added information will help an expert troubleshoot the problem
