Cant boot up

I have a friends computer that wont boot up. A blue screen comes up with
STOP: 0x0000007b INACCESSIBLE BOOT DEVICE. They dont have the recovery
disks that comes with Windows 2000/computer and all my technical software was
lost in California. I am unable to create a boot disk as the system wants a
floppy and my computer (laptop) does not come with a floppy drive. I have
tried every trick I can think of. I cant even get access to wipe the drive
and reload windows and cant find any place where I can get restore disks to
download. My friend was not smart enough to create an Emergency restore disk
when they got it. Can someone help me with this. If I cant get access to the
hard drive they will have to take it in to a tech shop. I apprecieate any
help in this.

Recover them from a parallel install.
