Can't activate WinXPHm after re-install?

I bought a used computer on eBay which had WinXPHm freshly installed. Seller
say he "forgot?" to send disks and COA. Meanwhile, WinXP expired, now
requiring activation before log-on. Microsoft's automated phone activation
system wants the label #'s I don't have. Floppy drive works. DVD drive
specs say it reads DVDs and CDs. DVDs work fine but feed it a CD and it
chews (blinks) and chews and ..., so I can't install spare WinME I own.
Computer is useless.

(1) Is there anything I can do to legally activate/use WinXP installed on
this computer?
(2) How can I install WinME while I persue the seller

My purchase clearly included disks and COA; I can prove I now own software
license. I suspect seller is still using MY WinXP. Perhaps even selling
copies to other suckers like me. If the seller recants and claims the
license is still his, then he has advertised and sold an illegal copy of
Microsoft software. Either way, I want to report this fraud and violation of
the license agreement to Microsoft. Does anyone know:

(3) How can I report this to Microsoft Inc?

Any help/suggestions will be appreicated.

in answer to no.3 - (e-mail address removed) suggest you also report it to ebay.
1) The COA with the numbers you need is in the form of a sticker and should
be stuck to the case , if it is not there then you will almost certainly
have to purchase WinXP.
2) does this happen with all CDs or just the win ME disk, all CDs = faulty
drive? just one =faulty disk?

Hope someone else can give you more helpfull advice.

Martin--- The drive won't read other CDs, just DVDs. Is there a special
ceremony for burying a dead drive:):):)
