Can't access secure website

I've got a prob with a machine that I've seen and fixed before by re
registering DLL files. It hasn't helped this one though. This is a Dell
Laptop with XP Pro, SP 2 installed. It runs fine, and there is no problem
with regular internet browsing. But any site that needs a password is not
accessable.

What worked for other machines I've seen this on, was this:

regsvr32 Shdocvw.dll
regsvr32 Shell32.dll
regsvr32 Oleaut32.dll
regsvr32 Actprxy.dll
regsvr32 Mshtml.dll
regsvr32 Urlmon.dll

I got that off a newsgroup somewhere then, last Summer, and it worked on two
other machines. It won't work now, on this new one. Each DLL does confirm
that it has been registered, but there is still no access to secure sites.
What to do next?
