Can't access Control Panel, Network and Dial-Up Connections and Printers

My nwc.cpl file is damaged. My inetcpl.cpl and intl.cpl files work
when I click on them. How can I fix these problems?

Windows 2K came preloaded on my laptop so I don't have the disks.
