Can't Access "Acounts"

This propblm began after I used Norton Utilities to remove unused files (Including registry files) from my computer. I can no longer receive or send e-mail. When I click on "Send/Receive" I get and error. When I go to Accounts under the Tools menu I get the following error "The operation failed due to a registry problem. Restart Outlook and try again. If the problem persists, please reinstall. An OLE registration error occured. The program is not correctly installed. Run Setup again for this program"

When I restart Outlook I have the same troubles. When I try to reinstall it using Microsoft Office 2000 I get the following error "Internal Error 2331"

Does anybody have any idea what to do now.

And you didn't create a back-up before deleting the registry entries?
Since you are using Outlook 2000 you should start with a reinstall of
Internet Explorer (version 6SP1+hotfixes). The reinstall Office 2000.

Forgot to mention that I had already restored the files. I
will try to re-install IE.

I have now installed the latest version of Internet
Explorer. I can now access Accounts. Now when I try to
recieve an e-mail I get an error saying something to the
effect that there is a problem and I should re-install
outlook. When I try to send a message Outlook immediatly
crashes. When I try to reinstall I still get the
error "Internal Error 2331"

This means the Windows Installer is damaged and must be reinstalled as well.
To download the Windows Installer.

OK, I have re-installed the windows installer. I then
reinstalled Microsoft office including outlook. It did
install this time without the "internal Error" However
when I use Outlook I still have the same trouble. When you
try to send it immediatly crashes. If you try to receive
you get an error "Internet Mail is not registered
properly. Please re-install and try again"

Well at least we're making progress here :) I hope you don't have anymore
problems after "the big cleanup" or you mght be better of with a complete
format of your PC.
Anyway the next step is to register a certain DLL
Start-> Run; regsvr32 outlmime.dll

I hope everything is fine now!

It didn't work. I get the error "LoadLibrary
("outlmime.dll") failed. GetLastError returns 0x00000485."
The problem remains the same.
