can't send email or access accounts

My outlook had been working just fine, but now I can't send or receive e-mail
and when I try to go to the e-mail account window I get the following message:

"The operation failed due to a registry or installation problem.
Restart Outlook and try again. If the problem persists, please
reinstall."

I have restarted Outlook and I have reinstalled Outlook, but I am
still getting this error message.

My OS is Windows XP 5.1, I have Norton Internet Security and am using
Verizon DSL.

Any ideas how to fix this problem?

Any idea if this problem happened when you installed anything (like the
previously mentioned Norton Internet Security product).

Nope, I've had the Norton program installed for over a year. I can't really
think of anything that I changed around the time it happened, one day I just
couldn't Send/receive E-mail.

Hmmm, could be a damaged registry like the message mentioned. Did you have
any crashes or such recently?

I can't think of any particular event that happened prior to this. What does
it mean to have a damaged registry, and how do I fix it?
