Cannot view offline address book in cashed exchange mode.

Switched to outlook 2003 running on an exchage server. Trying to test the
client functionality. When I am online I can view the address book as
expected. When I am in cached exchage mode, I cannot view the offline
address book. Went to Tools/send receive/download address book, and I
receive this error. Task 'Microsoft Exchange Server' reported error
(0x8004010F) : 'The operation failed. An Object could not be found.' Any
ideas as to what could be causing this.
