Error Msg "Offline Address Book not available..." for meeting requ

With Outlook 2003 SP3, Exchange 2007 Server, Windows XP Pro SP3

Created a meeting request and clicked on "Scheduling" tab to see when
invitees are available. Get an error message "The operation could not be
completed because an offline address book is not available. Download a copy
of the offline address book." Two days ago this worked but yesterday and
today it doesn't. If I turn off Cached Exchange Mode, the problem goes away
but then response time is extremely slow. Turn Cached Exchange Mode back on
and the problem re-appears. I've had this problem before but don't remember
what I did to fix it and couldn't find it when searching here. Any ideas on
how to get the scheduling tab to work when in Cached Exchange Mode?

Force a download of the complete Address Book via;
Tools-> Send/Receive-> Download Address Book

Done, with no change. I still get the error message if I have Cached Exchange
Mode turned on.

Do others in the office have the same issue?
Contact your mail administrator and ask if there is an Offline Address Book
configured on the Exchange server.
