Cannot view netowrk properties

Please help. No matter how I try to view my network properties I cannot.
Either by right clicking My Network settings, start>settings>Network &
dial-up settings I get nothing.

If I try to view via controll panel, by double clicking network & dial-up
icon, it locks up control panel & I have to end task on control panel.

Please help
