cannot use 'look up' in windows 2003

When I try to use the 'Look up' feature in Windows by
right clicking on a word, it tell me it has to install,
it goes through the process of installing, but nothing
happens. I haven't uninstalled this feature and
therefore cannot understand why I don't have this feature
now. If anyone out there can help I would be most
grateful. F. Fransen
