Cannot unistall program in winxp

When I tried to uninstall alcohol120 from add/remove programs
it say error 1606 ; could not access network location documents and
stettings/ all usrers/ desktop . This program was on the computer
before I ungraded from winme to winxp. It was wont let me reinstall
the program. The same error message appears.

Use Windows Explorer - Navigate to the Alcohol120 folder. Find
the executable program for it. Create a Shortcut (Desktop), Minimize
Explorer, Right Click the shortcut and choose Cut. Restore Explorer
navigate to C:\Documents and Settings\All Users\Desktop and paste
the Shortcut in the folder. Then retry the uninstall.

Try to re-install it and then remove it.
