identify error message

"Error 1606 Cannot access network location%USER
PROFILE%/PRINTHOOD"
Can anyone identify this error message which is present
when I try to uninstall, reinstall or repair two
application programs. This situation occured after a major
computer crash. I ran XP repair which returned the
operating program back to its previous condition but left
me with two applications that will not run (although they
appear to be operating in the background.)

I have got the idea from that link but cannot locate the
Adminstrative tools in User file folders - its missing -in
regedit (if indeed this is the correct locations indicated
by my error message). Can you help me further with the
exact location?
