Cannot start Windows XP

When I turn on the computer I get the following:

" The last attempt to restart the system from its previous location
failed. Attempt to restart again ?

Delete restoration data and proceed to system boot menu
continue with system restart"

My keyboard is frozen so I cannot choose the first option.
I can press the "Del" key before this screen to get into
my cmos setup

Try booting from your Windows XP CDROM. Choose the Repair (Recovery
Console) option from the menu.

When it finishes booting and stops at the command prompt enter the
following command:

DIR C:
