Cannot setup internet access with modem

I am trying to set up dial up on my pc. XP sees the modem
and it is listed as working good. On the New Connection
Wizard, the "Connect using dial up modem" is grayed out
and not available. On Internet Properties/Connection tab,
if I click on Dial up and VPN settings, I get "Cannot load
the Remote Access Connection Manager Service error 711
Config error" Error 711 states that "The remote access
server manager group is not started". Remote Access Server
manager is not listed in the services. I have started the
telephony service and if I try to start Remote Access
Connection Manager, I get this "Could not start RACM on
Local Computer" Error 5: Access denied. I am logged on as
the admin. I have reinstalled all the network stuff from
the cd and this did not help...I really don't know what to
do from here. DSl is not much of an option in my area
(although I would like to get it). It is a wireless
service by me and $400 just to get started with it. Does
anyone have any good suggestions here

Error 711: When attempting to start the Routing and Remote Access Service,
you may receive "The Routing and Remote Access service terminated with
service-specific error 711" and Event ID: 7024 in the System Event log of
the server shows. This behavior may occur because the Routing and Remote
Access Service is unable to start if the Remote Access Connection Manager
service, Remote Access Auto Connection Manager, and the Telephony service
are disabled.
RESOLUTION: to resolve this behavior, you must use the Services
Administrative tool to set the Startup Type of all the Remote Access
Connection Manager service, Remote Access Auto Connection Manager, and the
Telephony service to Manual.. After you have made these settings, you can
restart the Routing and Remote Access Service.
