Remote Access Manager Down--Can't make new internet connection for dial-up

that choice is greyed out leaving me with the broadband
connection choice only. I have high-speed internet but
want to use my dial up to send a fax. My dial-up
connection is gone and windows won't let me make another
one--I get Error 711 which says that my remote access
manager is not running and when I try to start that I get
error message 5. I've tried many ways to make a
connection, including unpluggin my cable modem and
disabling my cable internet connection. Nothing works.
Note: I tried loading windows Internet Information
services and got an error message that Com+ raised an
exception Ox8007007f. Does anyone know what I can do to
get this stuff working again?
