Error 711 (Unable to creat Dial-up account)

Hi,
I have a fujitsu Laptop that came with microsoft XP home.
I just upgraded to Microsoft Profesional and now I cannot
create a dial-up account to the Internet.
When I try to create one, it gives me an "Error 711" msg,
saying that the plug and play service and the Remote
Access Connection Manager need to be started.
I started the services program and noted that the plug
and play service was already started, but the Remote
access connection manager was not. I tried to start this
service, but got an "Error 5: Access is Denied" message.
I tried all I knew what to do, but could not solve this
problem. I will be very thankful if anyone could help me
with this problem. The dial-up via modem option is
currently disabled when I try to create a new dial-up
connection.
