CANNOT SENT MESSAGE - Error no. 0x8004210B

I can't send messages. I keep receiving the message:

Task - Sending ' reported error (0x8004210B): The
operation timed out waiting for a response from the
sending (SMTP) server. If you continue to receive this
message, contact your server administrator or Internet
service provider (ISP).

so I found out there is a fix-file for this . do you know
where ai can get it? would it cost more?
