cannot search win update

when trying to search for the window update, got error
message said the current security setting prohibit active
X controls on this page. cannot install the M03-026
security patch as said the crypographic setting is not
running, but after checked, it is running. what can i do.
proved that my pc has got the blaster worm but after
norton scan, it remains............
