can''''t re-install my computer please h

I need some assistance on re-installing my windows XP. My computer is
completely broken. When I try to re-install it ask me to re-install a file
called hal.dll. How can I do that. I cannot even access the computer. When I
try to just turn it on and use it, a message pops up to contact my repair
person(I don't have one) about an issue of .dll kernel. Any help is
appreciated, thanks

If you purchased your computer (as opposed to building it yourself) then
you have either one of a) a recovery CD or CDs, or b) a hidden recovery
partition. Either of these will erase your hard disk and reinstall all
the software that was on the computer when it left the factory. You
should have received instructions on how to use these methods, but if
not you can call the computer manufacturer's technical support and they
will walk you through the process.

You need to boot the PC with the original XP install CD in the optical
(CD / DVD) drive. You can not boot into XP to re-install XP. XP does
not let you.

Make sure your bios is set to boot from cd .Shutdown pc then stat it up a
screen should say boot from cd hit any button setup should begin.If it
does'nt you will have to go into fdisk utility and erase partions and create
a new one then try setup again.
