Cannot Paste At All

This has started to become an issue with my system. First here is the issue.
I start to copy things, whether its text, tables pictures and then paste
them onto the page into Frontpage. I then copy something a little later, and
I cannot paste what-so-ever, cannot control+V, edit-paste, right click-paste,
nothing. When this happens, I then cannot copy anywhere, whether its in FP
or in Word or anywhere in Windows. The option is just greyed out. I don't
know if it's a clipboard issue or just a glitch somewhere. I have even
formatted and reloaded my system to no avail.

Here is my config.

Windows XP Home SP2, current as of today
Office 2003
Frontpage 2003

Help, please. This is so irritating. I know it's most likely a setting
somewhere. One interesting fact however. It seems to start the issue when I
copy a table.

Have you tried the usual repairs in the sequence below:
1) In Windows Explorer Find and delete all FP Temp Files
Usually in C:\WINDOWS\Temp and %USERPROFILE%\Local Settings\Temp
- in FP 2003 you need to look in the super hidden folder
%USERPROFILE%\Local Settings\Temporary Internet Files\FrontPageTempDir
2) In Windows Explorer Find and delete all hidden *.web files
Usually in %USERPROFILE%\Application Data\Microsoft\Web Server Extensions\Cache
3) In Windows Explorer Find and delete all TEMP files
