cannot open task manger regedit

hii,
i have an problem with my pc.
i have got a sort of a malware through the net
it doesnot allow me to start task manger or open the registry
but when i do the same in safe mode i am able to start task manger
registry.
when i type cmd in run it itsays that cmd is not a valid win32
applocation.
i have scanned for viruses in the safe mode and removed many of them
but couldnot fix this problem..
please help me out...

You need to remove ALL the viruses..."many of them" is not sufficient.
