cannot open some safe and benign attachments

I get this message:
"your current security settings do not allow this file to be downloaded."

These files are simple text files and I do not have strict security
settings, can anyone help?
 
Make sure attachments are enabled:
Tools, Options, Security, uncheck "Do not allow attachments..." and
also uncheck "Block images..."
