cannot open secure web sites

i am unable to get to the web pages that have any kind of
security. my bank account, paypal, comcast members page.
any page that i need a password for it seems. i have
cleared out cache, temp files, and history files. i
worked with a comcast support person for an hour trying
everything. i don't know what i have downloaded or done
that has caused this to happen. i need help please.
