Cannot open Outlook

I keep getting the message that Outlook was not properly closed and then was
it goes through checking for problems, it starts a send/receive. Outlook
then proceeds to hang where I cannot click on any folders or do anything. I
have tried opening it in safe mode and same thing happens. Please advise.

Version of Outlook?
Type of mail account?
What is being logged to the Event Viewer?
What is the size of your pst-file?
 
Good point, thanks. I am using Windows XP, Outlook 2003. IT is a pop3 email
account through my ISP.

What is being logged to the Event Viewer? Not sure what this means.

PST file was backed up last week...approx 2 GB
 
My guess is that you are using a pst-file which you created before Outlook
2003. Those are limited to 2GB.
Via Control Panel-> Mail create a new pst-file and set is as your default
delivery location. Then start Outlook.

If you can still access your original pst-file (which will show up as a
second folder set) you can move your emails to the newly created empty one
which by default can grow up to 20GB (but can grow larger in case needed).

If you can't access the pst-file anymore you'll need to follow there
instructions;
