Cannot open outlook in Ofc 2000

I used to be able to open pgm. Now I'm getting msg that
I cannot open outlook due to missing omi9.dll file. The
msg says to reinstall outlook. I have removed the office
2000 pgm, and reinstalled. Still get same msg. Has
anyone else run into this problem?
