Cannot open "Internet Options" on Microsoft Explorer

I have two user accounts set on on my MS internet explorer. Both are set to
"Computer Administrator". I want to change the homepage on the one account
and everytime I try to access "Internet Options" I get a window that states
"This operation has been cancelled due to restrictions in effecton your
computer. Please contact your system operator."

I am using XP home version and it is not networked.

Please help
