Cannot open Internet Explorer and Window Explorer

I cannot open Windows and Internet Explorer in XP Home
Edition. I receive the following error message and
cannot find any solution to it from Microsoft site.
Please help.

Internet Explorer has encountered a problem and needs to
close. We are sorry for the inconvenience.
