Cannot open database

Hi there,

I have been opening this one particular programme for weeks, and the last couple of days, when I double-click on any database, the hourglass comes up, then it stops, the programme does not launch. I tried start, run programme, but nothing happens there either.

What's wrong?

And what might that "particular program" be?
