Programmes won't open

Starting two days ago, no programme will open when I reboot. Everything works
perfectly in safe mode but after rebooting background programmes seem to load
forever and then the tray locks up sometimes, sometimes not.....Occasionally
outlook or IE will open after say ten minutes but usually nothing opens at
all.

Create a boot log. (%windir%ntbtlog.txt) to see what's happening.

start/run, type:
HH mkMSITStore:%windir%\Help\diagboot.chm::/boot_overview.htm

Nothing I did in safe mode solved the problem in ordinary mode although I am
afraid I did not know how to create a "boot log". Nor can I find how to
reinstall the system using remote install services.

you fail to understand?

I fail to understand how it resolves my problem. Nothing I do in safe mode
alters the fact that in normal mode my programmes fail to open. The help page
you suggest does NOT address that issue.
