Cannot open ADD/Remove Programs

I can not open add/remove programs ...the hour glass appears but program does
not open. I reset the desktop to windows default and rebooted. This did
nothing. I would like to know if there is a way to reinstall just this
program or repair this without having to reinstall windows xp. Thanks
