Cannot make dial-up or PPPoE connection

I have Windows XP SP2 installed and in Network Connections/New Connection
Wizzard I cannot choose dial-up nor broadband connection with username
(PPPoE) because they are both unavailable (dimmed). I can only choose
broadband without username.

I read some help, to enable Remote Access Connection Manager, but I get
Error 5: Access is denied.

What can I do?

Is it possible that it's connected with third-party programs (Norton
Internet Security or anything)?

You Cannot Create a Network Connection After You Restore Windows XP

You need to re-apply your current service-pack (SP1 or SP2. )

You should be able to choose dial-up or PPPoE only if you have installed a
dialup modem, or a broadband modem with a PPPoE service. What internet service
do you actually have?
