Dial-Up Modem/PPPoE in New Connection Wizard

I just installed Win XP Pro (upgrade) and cannot select
with Dial-up Modem or PPPoE options when using the New
Connection Wizard. I used Knowledge Base Article 320558
to delete the NextID value in the registry, delete the
Telephony key in the registry, and then perform an in-
place upgrade of Win XP. I still cannot choose Dial-up
Modem or PPPoE in the Wizard. What's the next step?
