Dial-up modem or PPPoE option in New Connection Wizard is unavailable

I have upgraded some systems from 2000 pro to XP Pro and
ran the service pack 2 updates. I am trying to setup a
dial-up connection for backup when our Broadband is down,
but cannot. The Dial-Up and PPPOE options are greyed out.
I have tried what it says to do in this article of the
Microsoft Knowledge Base (Article - 320558) but with the
same results. Does anyone know what I can do to fix this
without doing a complete fresh re-install? Thanks.

I don't understand. It certainly does show a fix. The question
is only whether the fix works.

The form contains the checkbox, "I cannot create a remote access
or dial-up networking connection. All items on the "Network
Connection" page of the New Connection Wizard are unavailable
(greyed out)."

This coincides exactly with your description. When you check
this checkbox, you are shown the solution.

What went wrong? I really like to know, because when there is
anything that prevents the web page from being understood, I'd
want to fix that.
