Windows XP VPN Broadband not available

When using New Connection Wizard to setup a VPN Broadband Connection. I choose "Connect to the Network at my Workplace" Next Choose "Virtual Private Network Connection" Next "Company Name" Next "Do not Dial the initial Connection" Next "Host Name" Next done: I get a VPN Dial Up connections instead of Broadband. Type= Dial-up, Status= Unavailable - device missing. I have verified all services are running: ex: Telephony, Remote Access Connection Manager, Com + Event System,Ipsec, and RPC. I have completed all steps in Microsoft article ID 825826 including installing Simple TCP/IP Services. I am running Windows XP Professional on 50 + machines all with the same problem. All machines currently have a Ethernet Broadband Connection to the Internet. I have tried removing PC,s from Domain and reset all group policies and tried connecting to a external network without any fire walls established. Still windows will not create a VPN Broadband Connection only a VPN Dial up connection.
