Cannot Logon

I have a Windows 2000 file server running SP4 that lets Administrators
and Operators log on locally just fine, but once their active session
goes idle and the screen saver kicks in, the control-alt-delete keys
will not bring the logon box up so that the user can either resume
their session or be logged off. I tried hooking up another keyboard, to
rule out the previous keyboard and the the KVM, but this did not help.

The server is in a private network, with absolutely no Internet or
outside network connectivity, or floppy drive/USB access either, so the
likelyhook of a virus or spyware is very unlikely. Regardless, the
server runs McAfee antivirus. I have tried numerous approaches to
logging the active console user off remotely, but have found nothing
that can log the console user off, including Sysinternals PS utilities.
Does anyone have any suggesions as to how to get the
control-alt-delete to work again, or have a suggesion for how to close
the active console session, short of rebooting the server?

No, there's nothing in any of the event viewer logs - we even have
security auditing cranked up, but there are no failures.

I wondered if perhaps there was a problem with the logon.scr, and the
screen saver was the cause of the problem. I began thinking this
because I noticed the video card had not been picked up successfully
when I viewed the system hardware in Device Manager, though it is a
standard Integrated video card in a standard Compaq server. I didn't
think much of the video card though, since this logon problem just
began, and the video card has apparently been configured this way for
1-2 years now.

If the Event logs are empty; Make sure the 'Event Log' service is running.
The files may be corrupt. Control Panel|Administrative Tools|Services|Event
Log Service|General, set the "Startup Type:" to "Disabled" restart the pc,
then delete (or move) the corrupt *.evt file(s) from
%windir%\system32\config then set the Event Log Service "Startup Type:" back
to "Automatic", restart for effect.
