CD cannot be read / Session ID 0

I am running XP with multiple users (4) logins. It is a common practice for
these users to not log off, but to use the "switch user" option.

The system has a IDE Lightscribe CD/DVD drive, an IDE hard drive and two
SATA drives.

The first user to login gets assigned Session ID 0, as reported by task
manager.

Whenever there is a Session ID 0, the CD/DVD drive is inaccessable/not ready
to all other Session ID's. The "console" user [actively logged in] is locked
out unless they are Session ID 0.

By going to task manager and logging off the user on session ID 0, the
CD/DVD becomes accessable to to the "console" user no matter their ID rank.

The IDE hard drive and Sata hard drives are always accessable.

Any help would be appreciated.

Look at the allocatecdroms value at:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

Make sure that the value is set to 0.
